Told it was "basically done" 3 months ago and I turned down an outside offer on that basis. Now it's a budget question again. I made a real decision on that promise.

I said it was agreed at my level, and it was. It died two levels up in a freeze I found out about the same week you did. I should never have said it out loud before it was signed.
